The Election Commission does not plan to deploy the army for the Thakurgaon-1 by-election, saying other security arrangements are sufficient for the October 29 vote.
Election Commissioner Abul Fazal Md Sanaullah said the number of law-enforcement personnel would be roughly three times the deployment used in the February parliamentary election. Police, Border Guard Bangladesh and the Special Response Battalion are expected to take part.
Polling stations will be monitored by CCTV cameras, while body cameras and drones will be used to record activity and support a rapid response to incidents. Sanaullah said the electoral environment remained satisfactory and that officials had been instructed to enforce the code of conduct impartially.
The commission has received three complaints relating to the contest. One has been resolved and two remain under investigation.
The decision places responsibility on civilian law-enforcement agencies and election administrators to demonstrate that the larger deployment translates into secure, accessible polling without intimidating voters. Technology may improve oversight, but its value depends on live monitoring, retention of footage and prompt action when irregularities are reported. The commission will also need to explain any change in its threat assessment before polling day.
