BSEC seeks larger bank investment funds and outlines IPO changes

BSEC has asked Bangladesh Bank to extend a special stock-market investment scheme and raise the ceiling from Tk200 crore to Tk300 crore per bank. It also outlined proposed listing and audit changes. The requests and planned reforms are not yet confirmed as effective rules.

From 13 October 2026 — Daily Brief

The securities regulator has asked Bangladesh Bank to extend the special capital-market investment fund scheme for commercial banks and raise the individual ceiling from Tk200 crore to Tk300 crore.

BSEC chairman Masud Khan said the scheme was due to end on 30 November. His remarks on 12 October described a request to the central bank, not an extension already approved.

He also outlined planned changes to initial public offering rules, including stronger independent verification of financial statements. Proposed provisions would accommodate capital-intensive infrastructure and industrial projects with initial accumulated losses.

Other measures under preparation concern the use of listing proceeds for loan repayment, open-ended mutual funds and certified agents to distribute funds to retail investors.

The proposals combine market-financing support with changes to issuance and investment products. Their practical effect will depend on the final rules, approvals and implementation. Companies and investors should not treat the seminar announcements as confirmation that each measure has taken effect.
