Britain and Canada pursue separate defence-financing institutions

Britain and Canada will develop separate but cooperating defence-financing arrangements. Their joint statement describes a partnership between the UK-backed Multilateral Defence Mechanism and Canada’s proposed bank, rather than a single institution. Britain and Canada have agreed to develop separate defence-financing institutions while establishing a framework for them to cooperate.

A joint statement from the Treasury and Canada’s finance department said the Multilateral Defence Mechanism and the Defence, Security and Resilience Bank would be distinct institutions with complementary roles.

Reuters reported that Britain would not join Canada’s proposed bank. The joint statement instead emphasised cooperation as the two arrangements become operational.

The governments said the partnership should help address investment opportunities, industrial priorities and financing challenges connected with defence. Their stated aim is to strengthen production capacity and improve the effectiveness of military spending.

The announcement does not mean either institution has already begun lending or that a particular project has received funding. Operational arrangements remain to be developed.

The decision comes as Britain faces pressure to explain its own defence spending timetable, with further details expected in Wednesday’s Budget.
