Budget will set out a path towards defence spending targets, Burnham says

Wednesday’s Budget will explain how Britain intends to reach its defence spending commitments, Andy Burnham said. The prime minister referred to 3% of GDP by 2030 and 3.5% by 2035. The funding timetable has not yet been presented to Parliament.

Andy Burnham said Wednesday’s Budget would set out a route towards Britain’s defence spending commitments, bringing the timetable into this week’s fiscal announcement.

Speaking on Monday, the prime minister said the plan would cover reaching 3% of gross domestic product by 2030 and the NATO commitment of 3.5% by 2035.

Chancellor John Healey had previously indicated that a timetable would be provided at next year’s spending review. Burnham’s comments therefore put the funding path firmly among the issues to watch on 28 October.

The Office for Budget Responsibility has estimated that reaching 3% would require an additional £17.3 billion in 2029–30. That estimate illustrates the scale of the commitment; it is not a new allocation announced on Monday.

Burnham said national security was a priority while defending his approach to welfare spending. The Budget will need to show how the government intends to reconcile those commitments with its wider spending and revenue plans.
