Humaiun Kobir authorised to lead Bangladesh at Commonwealth summit

State Minister Humaiun Kobir has received full ministerial authority to lead Bangladesh’s delegation at the Commonwealth summit in Antigua and Barbuda from 1–4 November. He will act as foreign minister for that assignment. The notification concerns his responsibilities at the gathering, rather than a permanent cabinet promotion.

26 OCT 2026 · 9/25

State Minister for Foreign Affairs Humaiun Kobir has been given full cabinet-minister-level authority to lead Bangladesh’s delegation to the Commonwealth Heads of Government Meeting.

The Cabinet Division issued the notification on 25 October. The summit is scheduled for 1–4 November in Antigua and Barbuda.

The authority was granted under clause 4(iii) of the Rules of Business, 1996, specifically to enable Kobir to carry out the foreign minister’s responsibilities as acting foreign minister during the gathering.

The notification was issued by order of the president and signed by Cabinet Secretary Nasimul Ghani, according to the Foreign Ministry’s announcement.

The arrangement establishes who will represent Bangladesh with full ministerial authority at the summit. It does not, by itself, announce a permanent change in Kobir’s cabinet rank.
