Russia, Ukraine and the United States are preparing to resume talks in Abu Dhabi in the first half of November, according to statements on Friday, 23 October. Kremlin spokesman Dmitry Peskov announced the planned negotiations, and Ukrainian President Volodymyr Zelenskyy later said the three sides had agreed to meet at a technical level.
The proposed meeting follows discussions involving US envoy Steve Witkoff. Peskov said arrangements for the security of both Russia and Ukraine would be important to a settlement. He indicated that the initial Abu Dhabi meeting would retain a three-party format, while not ruling out wider participation in future discussions about European security.
Zelenskyy said he wanted the talks held as early as possible and hoped a meeting of leaders would follow. The timetable remains a plan for negotiations, with no comprehensive ceasefire or peace agreement announced. Earlier rounds of US-mediated talks this year took place in Abu Dhabi and Geneva.
On the same day, Russia and Ukraine exchanged 270 people each in a further prisoner swap. Zelenskyy said nine civilians were among those returned to Ukraine. The exchange provided a concrete humanitarian development alongside preparations for renewed diplomacy, while further releases and the terms of any settlement remained unresolved.
