Russia is willing in principle to resume peace talks with Ukraine and the United States in November, the Kremlin said on 21 October after President Vladimir Putin met US envoy Steve Witkoff in St Petersburg.

Kremlin adviser Yuri Ushakov said the proposed round would focus on security arrangements for Russia and Ukraine after the war. Technical discussions could take place in Abu Dhabi, although the arrangements remained provisional.

The meeting lasted about three hours. Witkoff briefed Putin on his discussions the previous day in Oslo with Ukrainian President Volodymyr Zelenskyy and the leaders of Norway and Finland. Ushakov said the proposals included new approaches, but argued that they offered little of practical value for resolving the conflict.

A US official separately told the BBC that Ukraine and Russia had both accepted the American proposal for technical-level trilateral talks. No such three-way negotiations have taken place since February.

Putin and Witkoff also discussed implementing the 9 October agreement on Russian diesel supplies, as well as the conflict involving Iran, according to Ushakov. The announcement concerns a possible return to negotiations; major differences over the terms of a peace agreement remain.
