Myanmar military-backed leader receives formal welcome in Malaysia

Myanmar’s military-backed president Min Aung Hlaing received a formal welcome in Malaysia on 7 October as Kuala Lumpur deepens engagement with Myanmar despite continuing conflict and human-rights concerns.
The two-day visit is expected to cover bilateral ties and the repatriation of Myanmar nationals from Malaysia. Malaysia has already returned thousands of people this year and plans further repatriations.
The policy has drawn criticism from rights organisations and refugee advocates, who warn that some returnees could face persecution, forced conscription or insecurity inside Myanmar. Malaysia is not a party to the UN Refugee Convention and treats many refugees as undocumented migrants.
The visit is also politically significant within Southeast Asia. Myanmar’s military leadership was largely excluded from top-level ASEAN diplomacy after the 2021 coup, but Min Aung Hlaing has sought to restore regional ties.
Malaysia hosts a large refugee population, including more than 100,000 Rohingya. Reuters reported that the current discussions on repatriation did not specifically resolve the separate question of Rohingya return.
For Bangladesh, developments in Myanmar remain important because conditions there determine whether large-scale, safe and voluntary Rohingya repatriation can become realistic.
